Open e-PRIOR

Description

The IDABC e-Invoicing and e-Ordering project was started in the summer of 2007 by the Directorates-General for Internal Market (DG-MARKT) and for Informatics (DIGIT) of the European Commission. This initiative aims at contributing to the objectives of EU’s i2010 policy framework for the information society and media. In brief, this project aims at a practical implementation of interoperable electronic services at a pan-European level, predominantly, within the post-awarding phase of Public Procurement. One major accomplishment of this project was the go-live of the e-Procurement platform named e-PRIOR (electronic PRocurement Invoicing and Ordering) at the European Commission on 01 October 2009. Open e-PRIOR is the Open Source version of the abovementioned e-PRIOR platform which is currently in production at the European Commission. Additionally to its web-services interface, and to accelerate the participation of Member States in PEPPOL, Open e-PRIOR is connected to the PEPPOL network via its own PEPPOL Gateway. The interfaces of Open e-PRIOR are based on the Business Profiles defined by CEN’s workshop on Business Interoperability Interfaces for Public Procurement in Europe (CEN/ISSS WS/BII). Open e-PRIOR is available to all Members States wishing to exchange standardised electronic documents via secured communication channels.

NEW VERSION OF OPEN E-PRIOR RELEASED » » Accelerating uptake of e-Procurement across Member States!

DIGIT is pleased to announce that a new version of Open e-PRIOR has been published on OSOR.eu. Based on the success and the positive response received on the technical sneak preview published in November 2009, the Open e-PRIOR team has been working hard on adding the functionality foreseen under the IDABC programme, as well as taking on board feedback received by different parties. The new version of Open e-PRIOR delivers an embedded PEPPOL Access Point, which provides a great opportunity for Customers wishing to participate in the PEPPOL pilot that will commence in May 2010 (http://www.peppol.eu). Through the use of this Access Point, Customers will be able to connect to their Suppliers by exchanging Invoices over the PEPPOL network. For this purpose a PEPPOL test client is also being provided in the package together with a detailed Software Architecture Document.

Open e-PRIOR is the first e-Procurement implementation which enables the exchange of electronic business documents using the data models of CEN/ISSS WS/BII (http://spec.cenbii.eu/).

Open e-PRIOR is the open-source version of the e-PRIOR platform, developed and deployed by the Commission to allow the exchange of structured e-Procurement documents between the Commission and its suppliers. Open e-PRIOR is being developed under the IDABC programme and was initiated by Directorate-General for Internal Market (DG-MARKT) and Directorate-General for Informatics (DIGIT) of the European Commission. Open e-PRIOR provides an opportunity for reusability of an open-source solution that has already been implemented at the Commission and which provides a secure platform for document exchange. This is a great opportunity for sharing practical experiences and lessons learnt with the aim of accelerating uptake of e-Procurement across Member States.
