OSOR: OSOR.eu website improvements

In the recent weeks we worked hard to tidy-up the lay-out and improve the site's overall look and feel. We also added a number of new features.

 

Visitors will notice the change in the menus. These are now consistent across the entire site. Next we refreshed the front page, using for instance a banner showing our objectives and services and to point out our partners in the Member States.

 

Changes were also made to our expert studies and our case-studies. Visitors can find both types of studies under a single menu: studies.

 

We would like to highlight two new features:

 

We always welcome contributions from our users, who send us news, tell us about events or submit case studies. To emphasise this, the website now has dedicated buttons. That should make it easier to submit information. You can find these buttons on the news and event pages.

 

Second, OSOR.eu can now also alert members of the communities each time something is added to their community. The alerts can, for instance, tell a user that a visitor has added comments or asked a question.

 

We also hope we made life a little easier for the facilitators of these community sites. Whenever members add news or comments, the facilitators will be notified automatically.

OSOR: Planned maintenance on April 27th

Dear OSOR user,

This Tuesday 27th of April evening the osor.eu and forge.osor.eu web sites will be down for a deployment and installation of a number of new and enhanced functionalities and design.
During the maintenance window all the services will totally be stopped. The platform will be inaccessible from 20:00 to 02:00. (CEST)

About the improvements

Apart from a new and more user-friendly graphical design of the site, two new functionalities will be introduced:

-       Specific buttons for user contributions.  Osor.eu welcomes the many contributions from its users, like news items, notifications on events or submissions of case studies. To emphasize this, and make it easier for users, specific and easy-to-use buttons will be added to the news and event pages.
-       Second, OSOR.eu will have a new alert system for users. The website can then also alert members of the communities each time something is added to their community.

EUPL: Recommended licence in Spanish Royal Decree 4/2010 of 8 January 2010

On 8 January 2010, Spain has adopted the Royal Decree 4/2010 which implements the National Interoperability Framework planned in the eGovernment Law 11/2007. The framework has been developed with the participation of all Public Administrations (General State, Regional and Local governments - represented by one hundred experts) and of the ICT Industry professional associations. It provides that the EUPL will be provided for public sector software distribution. The Decree includes important provisions, especially Articles 16 and 17 related to the reuse of Public Sector software, the applicable licensing condition and the use of software repositories or forges.

OSOR: Final version of Procurement and Open Source Software Guideline published

The final version of the Procurement and Open Source Software Guideline has been published on OSOR.eu. The study, commissioned by the European Commission as part of the "Dissemination of good practice in Open Source Software (GPOSS)" measure under the IDABC programme, gives guidelines for public administration on how and why publicly acquire open source software.

In the Communication "The role of Government for Europe's future, COM (2003) 567 final of 26 September 2003, eGovernment is defined as the use of information and communication technologies in public administrations combined with organisational change and new skills in order to improve public services and democratic processes and strengthen support to public policies.


eGovernment services and large-scale projects at EU level (examples):

EURES - European wide job search portal
PLOTEUS - European training opportunities database
SOLVIT - solving administrative obstacles in EU cross-border procedures
PEPPOL - Pan European Public Procurement Online Project
SPOCS - Simple Procedure Online for Cross-Border Services (pilot project)


EIS - European Interoperability Strategy

  • adoption of the Interoperabilty Decision in July 1999 by the Council and European Parliament (1720/1999/EC) = IDA
  • decision 2004/387/EC = IDABC ("Interoperable Delivery of European eGovernment services to public Administrations, Businesses and Citizens"). IDABC is managed by the European Commission's Directoraqte General for Informatics and is an eGovernment programme set up under the EU decision of 21 April 2004.
  • SEMIC - "Semantic Interoperabilty Centre Europe" (shares interoperabilty assets and tools to save time and money)


The EU and Open Source



OSOR - the "European Open Source Observatory and Repository" - supports the sharing of FLOSS-based eGovernment applications and the use and re-use of publicly funded software across Europe. It is financed by the European Commission and managed by its Directorate General for Informatics. The symbol of the OSOR project which was kicked off in January 2007 is the bee. In the first month of operation, its website received more than 50,000 visits.

QUALIPS - the "Quality Platform for Open Source Software" - was founded at the end of 2006 and launched as an EU-supported IST initiative.

EUPL - the "European Union Public Licence" - has been approved as a licence to be used for the distribution of software developed in the framework of the IDA and IDABC programmes of the European Commission. This copy-left licence was officially adopted by the European Commission on 9 January 2007.

OSOR: Planned maintenance tomorrow (Friday the 27th) from 18:00 to 19:30 CEST

The platform will be under planned maintenance tomorrow (Friday the 27th) from 18:00 to 19:30 CEST. During these 90 minutes the OSOR team will modify the network configuration of the web server to include a bandwidth limiter.
